The two above cateogies are applicable to both local and foreign employees. Failure to provide adequate insurance is an offence carrying a fine of up to S$10,000 or jail of up to 12 months or both.
You can decide whether to buy insurance for other employees who are not in the above categories. However, you will have to compensate them regardless whether they are insured if they are making valid claims.
The Work Injury Compensation Act (WICA) covers any local or foreign employee who is under a contract of service or contract of apprenticeship, regardless of salary, age or citizenship.
